7:05    Existing Business 

  • Zoning Committee: Ben Biltz and Wendy Fearnside

    • No no current updates. Possible update to definition of ‘family’ re housing. Waiting on OTC. 

    • If anyone is interested in joining the Zoning Committee, please do reach out. 

  • Social Report: Bethany Nelson

    • Holiday Festivities: 

      • Garth’s Holiday Celebration will take place on Sunday, December 11. 

      • Cookies, Candy and Cocoa night on Friday, December 9 at 6:30PM. This will take place in front of 1919 Jefferson.

        •  Request for a coffee urn for hot chocolate.

      • Charity Auction 

        • Note: 70% of nursing home residents don’t receive gifts at this time of year.

        • VNA was very generous last year. 

        • Auction site will go live shortly after Thanksgiving.

      • Craft Event for Kids: Potentially partner with Greenbush and rent space from Temple Beth El. Either donate crafts or keep. Bethany will also reach out to Neighborhood House to check availability. Tentatively Sunday, December 4.

    • Book Club to meet December 1 – Sarah lead (reading Lincoln Highway)

  • Vilas Ink: Pat Scheckel: In need of new editor

    • Last newsletter of 2022 will be put together next week

    • Wendy suggested forming a small committee. 

    • Bonnie said she would be willing to be Editor if she could have loyal contributors. Wendy and Doug would consider supporting.

  • Zoo Liaison Committee Report: Bonnie Gruber and Ann Rivlin

    • The zoo will send out information about Zoo Lights, including a preview night, soon.

    • The zoo is working on better signage for their parking lot on Randall; the liaisons are contacting city officials to help with this effort, too.

    • Jim Lorman wrote a letter to parks staff for recommendations.  



President’s Message (Sarah Bahauddin)

Sarah took this time to thank all of the council members and everyone who contributed their time and energy to better the VNA and community over the past year. This includes, but not limited to, the Zoning Committee with Ben and Wendy at the helm as co-chairs, the Zoo Committee with Bonnie and Ann as co-chairs, Rachel for her work as Treasurer, Doug and his work with the joint campus committee. Pat for his work on the newsletter. Everyone has been doing so much. It’s been such a pleasure. Besides the Council Members, Roz, Bethany, Mary Clare, District 13 Committee and Dana, and Bethany for all of her help with the amazing events. Election Committee members and Flavia for creating the FB page. Thank you for your hard work on projects such as the Transit Oriented Development project, Metro Transit Redesign and the alcohol license issue on Regent Street. Let’s not forget that Doug sat through the ALRC meeting so well and they ended up adopting our suggestions. We participated in the forming of the new zoo liaison committee. Service events: litter clean up with Lake Wingra, service oriented projects and donations through Bethany and the holiday giving. Great events such as Garth’s celebration, Hallowen, summer party, 4th of July parade with popsicles, Back to School night. Thank the council members who are leaving us this year. Farewell to Ben and Pat.

Thank you to Sarah for her leadership, we have formed so many committees and events. Sarah has been such a great leader. Sarah will continue to do the book club and stay involved, especially with the community events.

7:05 Social Report: Bethany Nelson

  • Book Club to meet December 1, led by Sarah.  Discussing Lincoln Highway by Amor Towles. 

  • Halloween.  Trick or treating map is being filled out. Party on 1800 block of Adams, as well.  Rachel will communicate with Samip about getting the donation box to the party. It would be nice if photos of good costumes were taken by anyone present at the party so we can then put on our Facebook page, etc..

  • Considering December party at Garth’s with cookies and hot chocolate

  • Hot chocolate event

  • Considering some kids’ activity for the holidays

  • Considering charity event but will look different from last year.


7:10 Alder Report: Tag Evers

  • There is some interest from some in banning dogs from Forest Hill Cemetery. If you support walking dogs in the park or have strong feelings either way, you can mailto:pacommission@cityofmadison.com.

  • Part 2 of the information sessions  about Glenway Woods is pending on 10/21/22. More information is at https://www.cityofmadison.com/calendar/glenway-woods-listening-session-2

  • It’s budget season and the Budget Committee (which Tag is on) is planning the operating budget 

  • Tag is also on the education committee.  There is a need for youth employment and in contrast to years ago, drivers’ education is no longer taught and paid for in school. There is a budget item being considered to help low-income students get their drivers’ license, and Tag is trying to find a way to augment that, as it is an equity issue. Long-term it would be good to get drivers’ ed back in MMSD. Discussion ensued. Note: there is currently financial assistance but it only covers approximately 120 students.

  • TOD is still being considered.  Tag notes that Dudgeon-Monroe is more in favor of increasing density and feels less strongly about mandating owner-occupancy, but he knows many in Vilas feel differently.  

  • City is in the process of redefining how many people can live under 1 roof (e.g. 5 unrelated people).  The status quo is likely to change but there will be limits. Doug asks that if specific options are being discussed, then it would be great if they could be forwarded to the VNA to discuss. Discussion ensued.


7:25 Existing Business

  • Nomination Committee: i.e. Brad Ricker, Wendy, and Sarah.

Sarah and Pat are not running for re-election. Candidates who are running so far are Lee Lazar as well as Bonnie.   Wendy notes that a relative lack of interest this year compared to the past (i.e. Vilas Ink, which Pat has done).  Encouragement is given to connect with neighbors and encourage them to run. Nominations will be accepted up until the morning of November 6.



  • Election Committee: Mary Clare Murphy

    • First, the VNA council voted to waive in-person voting due to COVID

    • On 11/6/22, a Sunday, ballots and candidate information will be distributed via email.  A paper flyer will be distributed  in the next couple of weeks with election information and requesting any changes in neighbors’ contact information.

    • Voters will have from 11/6/22 to 11/16/22 to put their votes in a lockbox at Mary Clare’s house or Roz Woodward’s house

    • Wendy asks what percentage of Vilas residents are on the Vilas listserv, and if ballot information (not the ballots themselves) could be sent via listserv in future years.  Brad notes that there are 179 people on the listserve but some of those are in the same household, and there are 724 housing units in Vilas as of the 2010 census.

    • The election committee needs 3 people in addition to Mary Clare.  That will include  Eileen Thomas and Gera Bodley, and Mary Clare will ask Dana Scheckel to be the 4th. 

    • Mary Clare recommends possibly changing dates of election in the future, as the proximity to national elections may decrease participation. 

    • Council voted unanimously to approve election committee with Mary Clare as chair



  • Zoning Committee: Ben Biltz and Wendy Fearnside

    • Laura Garden liquor license: thanks to Doug and Tag for attending a long ALRC meeting.  Committee voted 4 to 3 to approve the license with the conditions requested by the VNA.  It has not gone to Common Council yet. 

    • TOD overlay is still under development in the planning division and is expected to go to Common Council in November and then go back to planning division for a hearing.  Wendy notes there was not agreement at our VNA meeting nor at the district 13 meeting and we will not take a position on this issue since we are so clearly divided.

●  Treasurer’s Report:  Rachel Bennett

  • Checking account balance is $4863.70 and we have a positive balance of $229.05. 

●  Vilas Ink: Pat Scheckel: In need of new editor

●  District-13 Alliance – Dana Scheckel and Sarah Bahauddin

○  September 11: Good Neighbor Gathering- Canceled due to bad weather. The $250 we donated from this year will be held over to next year.

●  JCAC and Stadium: Doug Carlson (No report)

●  Edgewood Liaison Committee: Sarah Bahauddin, Shawn Doherty, and Craig Stanley (No report)

●  Zoo Liaison Committee Report: Bonnie Gruber and Ann Rivlin

  • There was a meeting about the new giraffe display which will be further to the west (the fence).  One feature is that spectators will be at eye-level to the giraffes. 

  • It was agreed that meetings, currently monthly, will decrease

  • It has not been clarified who is responsible for the parking lots and parking problems (parking lot belongs to city, inside the fence belongs to county). Discussion ensued. 


7:50 Other Business:

  • Wendy proposes coming up with ideas to discuss with potential council members about what the VNA may discuss now or in the future.  For example, the Vilas Park Plan has been created but is still to be acted upon, and she thinks that will generate a lot of interest. 

  • Sarah notes that certain issues tend to generate wide interest (e.g. Edgewood), and it sounds like Vilas Park may also, but it’s hard to know when these issues will surface. 

  • Wendy notes there are other potential issues, such as if/when the building the library is in gets razed and redeveloped, etc.. 

  • Sarah notes that our next meeting will be a “year in review” and focused on the election.

7:02: New Business:

●      Proposed Liquor License: Ms. Filion and John McCune

o   Laura Garden LLC, 1403 Regent St • Agent: Xi Wang Filion, Class A Beer, Class A Liquor

o   Will have prepared foods and sounds more like a restaurant to Tag. Tag recommends that she change the application for a restaurant, and reach out to Clerk’s office for clarification.

▪       Also, he recommends that she meet with Captain Friedman who will be making a recommendation. Concerned with what residents are thinking- mainly with liquor license on Regent Street.

▪       How will you work to curb alcohol problems in the area?

o   Only sell to over 21.

o   Hours: Potentially 9AM-10AM to 9PM/9:30PM.

o   Applying for liquor/beer license, mostly food. Only a small portion will allow for beer/liquor sales.

o   Tables all inside.

o   Square footage: Approximately 2,400 square feet.

o   Ran Koi Sushi at 502 State Street, and had a liquor license here too changing business model- before restaurant with bar. Now moving to prepackaged food with liquor store.

o   Tag concerned because there’s already a liquor store on Regent Street.

o   Ms. Filion feels liquor sales will be better for business.

o   Mainly grab and go business model. Using majority of the space for retail.

o   Will update the application per recommendations. Would go to next ALRC meeting in August, and then also meet with Greenbush Neighborhood Association as well.

o   Question regarding space- refrigerated space for grab and go in diagram. Did receive license before and the reason they didn’t move forward before is because of COVID. And this time, they want to include liquor.

o   Historically, VNA had reviewed initial license and wanted to cap alcohol sales. 

o   Tag’s inclination would be to oppose liquor license.

o   VNA Council- The VNA moves to recommend that the ALRC place this license on file without prejudice (unanimous approval).

 

7:15 Alder Report

●      TOD (Transit Oriented Development) overlay district:  circumstances whereby a single family home could be torn down and turned into apartments.

●      As city grows, a successful transit system means that people can choose to live there who don’t own a car. This is a healthy way for a city to grow.

●      The Overlay District would loosen some current restrictions.

●      We need more housing as a city.

●      Staff is trying to manage the growth successfully.

●      If you have concerns, Tag encourages you to attend meeting of Plan Commission on Monday.

●      Updating regulations on Dark Sky, work being done on shared use paths, concern with E-bikes and speed.  Please reference Tag’s blog for more information: https://www.cityofmadison.com/council/district13/blog/

●      City seeking designation of Glenway Woods- area has potential of becoming a dog park.

●      Redistricting question regarding voting location.

 

7:20        Existing Business

●      Zoning Committee: Ben Biltz and Wendy Fearnside

○      TOD overlay (see additional document) would make a number of changes to underlying zoning.

○      Changes it would make are the ones summarized in handout. In Single Family Zones- those would be called TRC2 and TRC3.

○      ADU can be attached but need to have separate entrances. Tag suggests asking staff for more specifics.

○      Questions: Several different historic districts in area. Review committee received a charge from Landmark Committee to come up with a code so there’s more predictability amongst them. Historic Districts viewed differently than federally recognized districts. There are some people who don’t want anything done to impact historic districts, and then others who feel like there should be changes that are modest and incremental.

○      Comment: troubling that local historic districts are different from national historical districts. How can some historic districts differ from others? Seems like it will open up several issues. ○      Only use Airbnb in a home that you live in. You cannot rent out half of it- only the part that you actually live in. Cannot build an ADU in your backyard and rent out- have to live in the building to use for an Airbnb.

○      Support equity housing, concern that it’s shortsighted and not taking into account preservation of the homes/neighborhood.

○      We live in a neighborhood with special important character and it will be important to preserve it.

○      Think about appropriate spaces for development such as E. Washington.

○      Concern that we preserve every square inch of green space to absorb the rainfall. Families are not going to want to live in a crowded neighborhood.

○      Additional comments: Why not preserve the national historic district as it is? People have torn down homes in Dungeon Monroe for lot and put up a new house- that could happen in our neighborhood and put up a duplex.

○      Concerns: concept in TOD good, but not for every neighborhood. Seems inconsistent in a lot of ways. This neighborhood has charm, convenience, and walkability.

○      Neighborhood Survey Results 2018/2021: https://www.vilasneighborhood.com/vilas-neighborhood-surveys

○      Plan Commission Discussion is on August 8 and then send to Common Council. If we want to have input while they are deciding what to do, now is the time. More information: https://www.cityofmadison.com/dpced/planning/plan-commission/1577/

○      Sarah suggests that we take a vote on the issue. In looking at the survey, there’s not enough responses that are not favorable that are against development for 2-3 units in the interior. Her opinion is that we don’t take a position in support of retaining the exemption for National Register Historic Districts from the TOD overlay. Considering that the council is split, it was agreed to not take a position at this time.

○      Possible table at Farmer’s Market? Lee Lazar is getting a table there for neighbors to sell home grown produce. Will be a fundraiser for VNA. If there’s interest for neighbors, please let Sarah know.

○      Possible Garth’s event- interested in additional support on August 18.

○      UW Football schedule updates- first football game September 3 is a night game. Couple more TBDs.

●      Ann notes that she hasn’t received any feedback about the private event. Please share feedback if you have it. Ann and Bonnie feel like Liaison Committee going very well.

1. Increased trash collection in the Randall parking lot—it’s a city lot but the zoo is having their janitor collect trash
2. Bike racks—we’ve pushed for better bike racks, and the zoo is investigating potential actions here (with our help)
3. Private event—the zoo held a private corporate event on the 20th and is open to feedback regarding any impact the event had on the neighborhood.
4. Bus parking—the zoo is increasing efforts to get buses to park at Bowman Field, and they have been sending zoo staff out to speak with bus drivers about where to park.
5. Vilas Park Drive—the vehicle free section has made it easier for adults dropping off their kids at zoo camp.
6. Game day parking—we plan to discuss Badger game day parking at future meetings.              

 

8:30        Other Business:

●      Compost bin giveaway application/reference Sarah’s email.

●      Wendy: would love to see plants in the planters that are serving as barriers along the water. Interested in volunteers for next year please reach out.

The August Vilas Neighborhood Association council meeting will take place this coming Wednesday, August 24 at 7 PM via Zoom.

We will be having Ms. Filion from Laura Garden at 1403 Regent St. to discuss possible changes to her business plan and alcohol license application.

The Zoning committee will be giving a brief update on the TOD (Transit Oriented Development) overlay that was discussed at the last Plan Commission meeting. Click here for a document detailing that meeting.

Given the concerns with the TOD, we are working on scheduling special meetings to discuss the issue. Dates are to be determined.

VNA Council Meeting - July 27th 2022 via Zoom. AGENDA

Agenda

We will have our usual updates plus:

1. We will be discussing and taking a position on a liquor license application for Laura Garden, Inc. 1403 Regent St. We hope the owner of this business will be in attendance to answer any questions.

2. We will be discussing and deciding on if the VNA Council should take a position in support of retaining the exemption for National Register Historic Districts from the Transit Oriented Development (TOD) overlay district, as originally proposed. Please see this document for background information on this topic and for more resources. This could potentially impact zoning in our neighborhood.

Neighbor input is always welcome and especially encouraged when matters such as possible alcohol licenses and zoning changes come up!
