  • Call to Order: Meeting called to order at 7:02


  • Madison Police Department Update: Police Officer Hunter Lisko shared that the Department is focused on reckless driving and shots fired. The Department is doing specific deterrents and reinforcements which means more traffic spots at Mineral Point Road. Lots of work on shots fired incidents and keeping citizens apprised on what is going on.

    • Burglary Crimes Unit update: The detectives on the squad are always happy to be of service should anyone have questions about trends, questions or prevention strategy recommendations.

    • Wendy asked about recent trash can thefts, garage thefts. Officer Lisko noted that thefts from auto- leaving cars unlocked, leaving garages open is very common. Vehicle related thefts are always occuring in the neighborhood. Generally safe otherwise. Officer Lisko can be reached via email hlisko@cityofmadison.com.


  • Alder Tag Evers Update: There’s been some concern about homelessness and an increase of panhandling in front of Trader Joe’s.

  • Officer Lisko shared that it was also noted that there’s a known woman going door to door and the police recently took a multidisciplinary approach to handling the situation and it went well. They were able to get her connected with longer term mental health support.

    • She was in a stable support situation and may be around again. She is on the police radar screen. 

    • The goal is to offer support and educate on services available. The police are working hard to direct appropriately when working with individuals experiencing mental health challenges. 

    • The police, community development staff and city officials are coming together to provide support services. It’s a multi-disciplinary approach.

    • In general, there’s a pattern to where individuals will panhandle. If you see a situation where support could be provided, please reach out to the non-emergency police line at (608) 255-2345. It’s a great time for the police to dovetail with other services. 

    • Sarah shared that she had tires dumped behind her garage recently. She called the non-emergency line and the situation was handled very well.

  • Progress on Annie C. Stewart Fountain: There’s an RFP to survey the community and fine-tune options available so there can be some quality decision making taking place. The long term goal is to figure out what to do: How much to restore? Should we move indoors? Keep it where it is? Move to somewhere in Vilas Park?   • Alder Evers is actively working with city staff to come up with an aggressive strategy to figure out bottlenecks to get more affordable housing in the city. 

    • There’s been a series of meetings with city staff and he’s hopeful that they will be able to influence budget making to provide more affordable housing in the city.

    • The lighting ordinance in the city would require that any light bulb that is 60W or more be shielded or cut off so there’s no spill over or glare. 

      • This is a common complaint that Alder Evers gets from homeowners. 

      • He noted that replacing the bulbs would be the easiest strategy.

  • Lake Wingra Heritage Plan Task Force: This continues to move forward and has three main focuses: water quality, view shed and heritage trail. The task force is focused on preserving the cultural and ecological heritage of the lake.

  • Transit Network Redesign: There was a recent editorial outlining the city was moving more towards frequency and increased routes. There is frustration for people who have to walk a bit further. The staff are aware and making adjustments at Olin Avenue in Bay Creek which is an issue because of the tenants who live nearby. The goal is to provide equitable transit for individuals. 

  • There is a twelve story project on E. Olin Avenue. Presentation to Bay Creek community.  People are generally receptive to this concept. Some individuals have concerns with aesthetics. This project is important because the location is a gateway to Madison. 


  • Social Report: Bethany shared that the book club will meet on March 24. They will discuss The Glass Castle. Sarah will be taking over book club reminders going forward until Bethany is able to return. Rachel will help to monitor the email.

    • Save the Date: Summer block party will take place on Saturday, June 11th, from 4:00 - 9:30 p.m. on the 1900 block of Jefferson Street.  

    • Neighbors are encouraged to bring a dish to pass (salad or dessert) and any meat they would want to grill. We now get a small keg.

  • Encouraging neighbors to sign up for Earth Day litter clean up. More information can be found here: https://www.cityofmadison.com/parks/events/earthdaychallenge.cfm

  • There will be a more informal litter clean up around Lake Wingra in the future shared between the VNA and Friends of Lake Wingra. More information to come soon.



  • Vilas Ink: The next round of articles will be due by the end of May, not be printed/published shortly thereafter.  

    • Roz talked about how Don Stafford did various write ups on homes in the neighborhood previously, and how there’s renewed interest in the history of homes in the area. Roz will encourage neighbors to talk directly to Pat.

  • Zoning: Wendy shared that the city is still planning to do the 13 district plans. The district plans will cover smaller areas than the citywide comprehensive plan and incorporate or replace neighborhood plans. There are gaps in the city's current plans and the Plan Commission would like to get the whole city covered in the planning process. The Plan Commission discussed the proposed planning framework in September 2020, July 2021, and December 2021, and will take it up again tomorrow, March 24, 2022. 

  • There’s some question as to how the plan may duplicate existing comprehensive plans- will it have enough information and direction to maintain neighborhood character?

JCAC: Recommended approval for the 700 block on Regent Street.

7:01 Call to Order

7:03 Alder Report: Alder Tag Evers

  • Metro transit network redesign process is moving ahead.

    • https://www.cityofmadison.com/metro/routes-schedules/transit-network-redesign  to see draft plan, take survey, and see information about community meetings.

    • Meeting on April 7 (rescheduled from April 5 which is Election Day). For residents in Districts 13 and 14. 

    • Interest in getting input from residents. Some routes may be restored in part, or moved around. Increased frequency will allow for more ridership to get people where they want to go faster. This will be focused on the southside.

    • If there is interest in Vilas, please let Tag know and he can have them join. 

    • Folks in the Dudgeon-Monroe neighborhood invited Metro staff to their last meeting and were pleased with their discussion.

    • New line will go down Monroe every 15 minutes.

    • Wonder Bar moving forward. Tag has some concerns and wants to watch such projects in the future.

    • From Council: Raemisch Farm on North Side- Tag focused on preserving the land with appropriately scaled housing projects- not just paving the land over. Revised proposal to come forward.

    • Madison Police Department had applied for a grant to address issues for building legitimacy and trust with the community and at-risk kids. Tag supported the effort. Six police officers would be hired and assigned to each district to work with at-risk youth. Tag is also interested in augmenting social services as well. 

    • Ongoing work updating the city’s lighting ordinance to be sure they are energy efficient.

    • Work continues with the Lake Wingra Heritage Plan and moving it forward.

    • Regent Street Revitalization Group meeting again and asking pointed questions about Regent’s future. Tag encouraging staff and working group to do a parcel by parcel assessment- who owns what, what businesses are there, and what is their vision for the future? What can and will make Regent Street exciting? The tax increment revenue will allow to address safety issues and beautify the street. 

    • Ongoing challenges with Zoo communication that Tag is working on. Tag suggested using the model of the Edgewood Committee that has worked well in the past so that the Zoo can inform the neighbors and vice versa. Improving communications to strengthen the relationship on both sides.

7:20 New Business

  • Sarah was contacted by Chuck Erikson to get this moving forward, reps from the zoo, Alder, representatives from Vilas and Greenbush. 

  • Committee concept passed unanimously. 

  • Sarah nominated Bonnie Gruber and Ann Rivlin to be representatives. They accepted and the Council agreed. Potential candidates from Greenbush live on Randall or close to the Zoo. 

7:20 Existing Business

  • Treasurer’s Report:  Rachel Bennett 

  • $5,015. Revenue coming in from advertisements. 

  • No expenditures since February 1.

  • Tax returns filed and accepted.

  • Dues from 2021 $1,753 and to date, dues total  $141.

  • Vilas Ink: Pat Scheckel

    • Dues tend to come in response to physical copy of Vilas Ink. Will go out in about three weeks. Articles due on Friday. 

  • Social Report: Bethany Nelson 

    • The snow sculpture contest has been extended and they are encouraging submissions. More info: https://sites.google.com/view/madisonsnowsculpture/home

    • Lake Wingra Watershed Event on May 21: VNA will send out publicity and Vilas to organize a litter clean up. Regan will take the lead.

    • Bethany is looking for volunteers to monitor VNA Social Chair email. 

  • Zoning Committee: Ben Biltz and Wendy Fearnside 

    • Leopold’s got approved for their request for live music.

    • City looking at making the Streetery program permanent.

  • D-13 Alliance – Dana Scheckel and Sarah Bahauddin (No report)

  • JCAC: Doug Carlson (No report)

  • Edgewood Liaison Committee: Sarah Bahauddin, Shawn Doherty, and Craig Stanley (No report)

  • Covid check in – Zoom vs. in person. 

    • Continue to meet via Zoom and when the weather gets nice, consider meeting outside. 

    • Need to consider where to meet as Hotel Red is no longer available.

  • Tag discussed the South Madison Plan and noted that the council decided to amend the plan. This project involves a higher degree of density to reduce carbon emissions. This, in turn, will allow for more home ownership opportunities which Tag supports. 

  • He noted that Vilas is not part of South Madison, but part of District 13.

  • Lake Monona Waterfront Project- committee will soon be formed to discuss optimal strategies for upgrading the waterfront. This includes the Monona Terrace to the northern section of Olin Park. 

    • Tag submitted recommendations for this committee including Claire Oleksiak of Vilas.

    • Wendy and Tag discussed how this project will be done in tandem with the John Nolen drive construction. Tag shared that three firms will put forth their best ideas and then a selection will be made.

  • Negotiations with the new grocer continue- arrangements have been made to make Pick ‘N Save open following their lease.

  • Traffic Speed and Vision Zero- goal is to eliminate traffic fatalities in the city of Madison with speed limits reduced to 25 MPH in many areas. 

    • Police do not have the capacity to monitor 24/7.

    • Architecture of the streets also plays a role including narrow roadways, creating bike lanes and creating speed bumps.

    • Reminder to be mindful of how fast people are driving to prevent accidents.

  • MMSD Update: The school district has been hit hard with COVID personnel and staffing shortages. MMSD recently put out a call for volunteers in many capacities. Tag urges those who have the time to volunteer to do so. One day a month could make a big difference. More information can be found here: https://www.madison.k12.wi.us/partnerships/volunteering

  • Snow Emergency Zone: Tag noted that there’s no longer a need to deal with alternate street parking. He notes that the clean streets/clean lakes rules have not changed. Those rules do not go away even during a snow emergency so plan accordingly. 

    • This block of time throughout the year allows the street service persons to do their jobs in the four hour time block, including leaf collection. During winter, it allows for the snowplows to get all the way to the curb. 

    • Brad Ricker shared his story and there was continued discussion about planning ahead regarding these blocks. Setting a reminder on the calendar could be helpful.

  • Glenway Golf Course: to be named the Glenway Golf Park, this comprehensive reconstruction project is more ecologically based with less chemical treatment, an older style/rustic course. The new project also will create new recreational opportunities for families outside of golf including movie nights, yoga, etc. This will be a welcoming space for those who haven’t been exposed to golf previously and a welcoming family space.     • A reminder that it is closed for the season. This allows for the construction project to move forward. 

    • In response to the complaints, the parks department put up additional signage to educate the community regarding the restrictions. Tag notes he hasn’t seen as much activity in recent weeks.

Existing Business

  • Vilas Ink.: Pat shared an update on the Vilas Ink It will be headed to the printer on February 25. A note of thanks to Pat for moving the newsletter forward. 

    • Wendy mentioned including a reminder regarding dues in the newsletter. 

  • Social Report: Bethany shared how wonderful it was to receive all the donations over the holidays for the drive- notably five area nursing homes benefitted from the neighborhood’s generosity. The holiday gatherings were also very fun. Another thanks to Bethany for all of her support.

    • Book Club is January 27 at 8:00PM via Zoom.

    • Books will be picked for the coming year, so if anyone is interested and hasn’t yet participated, it is encouraged.

    • Reminder that there’s an opportunity to volunteer on the social committee. Please contact Bethany or Sarah with any interest.

    • Generously Garth from Garth’s restaurant wants to stay connected with the VNA and partner in the future. 

    • Donation requests: The council discussed two recent requests for donations that recently came in. After much discussion, the council concluded that there is not the capacity to entertain donations. We can publicize events and share information.

  • Facebook Update: Flavia shared her update on the Vilas Facebook page (https://www.facebook.com/groups/vilasna). Neighbors are encouraged to sign up and join. Currently, there are 76 members- off to a good start. Events will be posted accordingly. Many thanks to Flavia for creating this shared space.

  • Zoning Committee: Ben noted that the demo permit for the Chabad House on Monroe has been approved. 

  • Leopold’s Books Bar Caffe  putting in a request for live music. Mostly acoustic/jazz/classical. Greenbush neighborhood supports this request. Ben reminded the council that we don’t need to take a position. 

  • Notably 1124-1134 Regent (currently housing part of Budget Bicycle) the Harvey House group is looking to renovate the space and build out a restaurant with an outdoor patio area. Alcohol permit request to come later. Buildout includes a take out window on Charter Street.

  • Vias Zoo Update: Bonnie shared an update from the meeting she attended last week. The planning process for the northwest portion of the zoo was discussed. They are finishing up the first phase/schematic design. The next phase will include design/engineering. The plan is to widen the entrance that faces the corner of Drake and Randall, and to make a plaza there. 

    • Bonnie noted the zoo is also working to make some of the animal pens more flexible to ease the seasonal transition for their residents. 

    • There is also discussion of a pavilion building at the far west edge of the zoo that would serve similar to the tents already installed. Topics to be explored- increasing number of animals in park, sustainability, climate justice and inspiring action to help these endangered animals. 

    • There was continued discussion about this construction project. This project is only for the zoo inside the fence. Thanks to Bonnie for her work here. 

  • D-13 Alliance: No updates

  • JCAC: No updates

  • Edgewood Liaison Committee: No report

  • Treasurer Update: Rachel and Pat met last week to transition the position. The copy of the budget should have arrived in everyone’s inboxes. There was a discussion regarding finalizing the budget. Three small updates were made (budget $250 for Good Neighbor Fest, $200 from VNA Tailgate to Social/General, Reduce holiday budget from $2K to $1,500).

  • Motion to approve budget passed unanimously.
