VNA Council Meeting Minutes - 12/15/2021

VNA Meeting

December 15, 2021

  1. Call to Order (7:03PM)

    1. Sarah called the meeting to order.

      1. Sarah reviewed the meeting rules and asked members to be mindful of time.

      2. Sarah reminded members of the website, no longer requiring dues, but asking for donations now.

    2. Approval of last week’s minutes.

    3. Council member introductions:

      1. Sarah: President, lives on Jefferson, two kids.

      2. Ben: Ben Blitz, lives on Adams for about eight years now, 

      3. Doug: lives on Oakland Avenue for about 20 years, 3rd tour, served two terms in the past, rep for about 10 years now, also helps to coordinate UW events. 

      4. Bonnie: Bonnie Gruber, lives on Drake, for 59 years now, elected to council last year. 

      5. Rachel: New to council, has lived in Vilas for 10 years now. Married with two teenagers, one in college, one at West, happy to be on council.

      6. Wendy: has been in Vilas for 42 years, main interest in urban design and features and those that contribute to quality of life. Was a city planner in the past, worked for the state for 38 years. Always had an interest and love of urban environments. 

        1. Interesting project coming up in 2022. City undertaking big planning efforts leading to city-wide zoning. Opportunity for people to participate in a meaningful way.

      7. Regan: Moved from California in about a year and a half ago. Enjoying Vilas and Madison. Looking forward to connecting with neighbors.

      8. Pat: Has served as treasurer, and transitioning the position to Rachel. Also editor of newsletter.

      1. Review of ListServ. Nearly 256 on lists, planning to send out reminder about appropriate posts.

        1. Recent questions: When you reply to email, ‘reply to group’ or ‘reply to sender’ only?

        2. Support changing so reply is consistent with other applications.

        3. Neighbor concerned about ‘io’ website. 

          1. Reminder about appropriate content to post.

          2. Sarah will pass on to Brad to make changes regarding privacy so that content is not searchable.

        4. Rachel noted thanks for including VNA List Serv information on recent flyer. 

        5. Flavia interested in starting Facebook page for the VNA.

          1. Discussion of ideas of how to build out Facebook. 

          2. Facebook site would compliment listserv and website.

          3. Roz raised idea to include component of historic houses.

          4. Opportunity to attract the diverse group of neighbors.

    4. Neighborhood Grant Program

      1. Applications coming in January and February.

      2. Ideas that you might want to work on, please see Sarah.

      3. Wendy noted that the home project might be applicable for neighborhood grant. Would be happy to share the Dudgeon-Monroe book that she has at home. Share idea on listserv for anyone interested.

    5. Reports

      1. Pat and Rachel will transition in early January.

      2. Received some dues, but a significantly lower amount than collected at the holiday party in past years. 

      3. Expectation that people will drop off or pay dues as they did last year.

      4. New budget in January.

    6. Social Update

      1. Hot Cocoa Social taking place at Sarah’s house on Sunday from 6:30PM - 7:30PM.

      2. Garth’s Holiday Party went well.

      3. The auction is going well and people are very generous. Now following up on payment. 

        1. Response so good now helping out five different organizations (Triangle, Bayview, Belmont, Tallgrass, Heritage).

        2. Priority to balance books.

          1. If there is excess money from these successful drives, money will go towards next event.

        3. Bethany is grateful for the generous neighbors helping with drop off. Pat’s daughter may be able to help with the Heritage drop off.

      4. Book club to be renewed in January. Bethany will send the email out soon.

      5. Bethany is looking for Social Chair support over the next few months. 

        1. Bethany is doing an amazing job in this role.

    7. Zoning Update

      1. ADU change did pass. 

      2. Chabad House has submitted their paperwork to the city. Ben will reach out to council

      3. Wendy noted new zoning plans for the city. Vilas will be one of the first two areas will the planning process starts in 2022. Area goes up to Shorewood. Much larger than Vilas area. 

      4. The District plans will be used as basis for zoning ordinances for city.

      5. Wendy encourages the VNA to stay involved as it is an important issue.

      6. Question regarding recent shooting on Regent. Ben noted his understanding was domestic issue. 

      7. Wendy has Vilas Parks Division was going to provide some separation before Vilas Park Master Plan. They did put in a partial gravel trail but not connected to full area. There will be vehicular traffic on the drive during the winter.

    8. JCAC

      1. Fourth Thursday of every month.

    9. Edgewood Liason Committee

      1. Edgewood High School planning to add a second story to their commons. Liaisons met with them about a month ago. They presented to the Planning Commission last night. They will be moving ahead.

    10. Other Monroe Street Updates

      1. Note of new restaurant: Stadium take outs. 

      2. New clothing place new library.

      3. Marie’s Soul Food was closed for about a month, open now.

1.      Alder Tag Evers

a.      Recently passed 2022 operating budget

b.      Monroe St library hours will be extended to 5 days a week

c.      ADU proposed ordinance changes are under review – there will be an opportunity for public engagement

d.      S. Madison plan – reviewing draft

2.      Representative Francesca Hong (76th Assembly District)

a.      Final session of the year took place last week; may be called back to session to vote on redistricting

b.      Voted on gerrymandered republican maps last week

                                                    i.     Democrats all voted against but still passed

                                                   ii.     Governor will veto

                                                  iii.     Will likely go to the courts 11/30

                                                  iv.     If interested, follow Law Forward for updates

c.      Gave a few other general legislative updates

New Business:

  1. Chabad House Proposal – 1713 Monroe St – Rabbi Avremel Matusof

    1. International organization for Orthodox Jews

    2. Current building on Regent St used for services, prayers, gatherings, and holidays

    3. Purchased 1713 Monroe St with plans to develop a 2-story building (with basement) to include classrooms, offices, synagogue, community rooms, kitchen, and social hall and more

    4. This space is primarily used on weekends

    5. Willing to open the space for community use when available

    6. Do not anticipate parking will be an issue; they gather on Saturdays but their religion prevents them from driving on this day

    7. Hoping to get demolition permit from the city in January

    8. Hoping to start construction some time in the spring

    9. Will attach architectural drawings to meeting minutes

    10. VNA council voted unanimously to support the demolition permit and agreed this will be a great addition to the neighborhood

 

Existing Business:

4.      Social Report – Bethany Nelson

a.      12/12/21 – Vilas neighborhood party at Garth’s from 12-2pm

                                                    i.     Cash bar, light snacks/food, all ages welcome

b.      A holiday light walk is being planned with a cookies & cocoa stop – stay tuned

c.      We will be supporting the Heritage Senior Living center’s giving tree this holiday season for their 144 residents

d.      If there are any neighbors in need this holiday service, please contact Bethany (all requests will be kept confidential)

e.      A silent auction/raffle is being planned to help the neighborhood’s holiday initiatives – stay tuned and let Bethany know if you are willing to help with any donations or soliciting donations

f.       Bethany would like to form a Social Committee – please let her know if you are interested in being part of this committee

5.      Zoning Committee – Ben Biltz

a.      Proposed ADU Ordinance Changes will go in front of the Plan Commission 11/22

                                                    i.     Public comments are welcome – contact Tag Evers or the city to submit

b.      Lucky’s 1313 responded to our position in opposition to their proposed expansion. They responded asking for our specific concerns. Ben replied and has not heard back from them.

November 17th General Membership Meeting

Hi Neighbors!

The VNA Annual General Membership Meeting will be tomorrow November 17th, 7-9pm via Zoom.

We will have special guest, Representative Francesca Hong with us to give an update. Alder Tag Evers will be giving an update and we will be hearing about a proposal for a Chabad house at 1713 Monroe Street from Rabbi Rabbi Avremel Matusof. Plus, I'll be looking back at 2021 as we review all of VNA's accomplishments this year.

If you haven't voted yet, now is the time to do so. Your ballot must be in by Nov. 17th at 4pm to be counted. Election results will be announced at this meeting. Officers (President, Treasurer, and Secretary) will be decided by the new council immediately following the meeting and announced on the listserv and on the website. Good luck to all of the candidates!

o   The VNA November 17, 2021 meeting will be held via Zoom.

 

New Business

o   The VNA Council unanimously approved the revised bylaws. Based on this, the new election procedures in these bylaws will be followed for our November VNA Council elections.

o   Sara and Tiffany with Alvarado Real Estate Group provide a presentation on Own-It – Building Black Wealth, which is a real estate community initiative to increase home ownership for people of color. Their presentation is included as an attachment with the meeting notes. Some key points of their presentation included:

 o   64% of homeowners in Dane County are white families while only 14% of homeowners are Black. 

 o   Own It: Building Black Wealth is a two-part initiative designed to address and work towards eliminating substantial barriers to wealth and homeownership for Black families in the Greater Madison area. The program does so by providing two key elements: an educational program and access to $15,000 for down payment funds with fewer restrictions. This pilot program is offered to families, alumni, and staff, for free, at One City Schools. We plan to continue this model with additional partner groups in the future. The Wealth Building and Homeownership courses, for free, along with continuing education and wealth building/homeownership cohorts for participants after completion of the courses. Down payment funds of $15,000, per family, will be provided for those who complete the educational program, and will be available in February 2022. 

 o   40 families are participating in the first Wealth Building Course (9/12/21 - 10/31/21). 

 o   $270,000 has been raised for the down payment fund to date (which will help 18 families). 

 o   This is not a government funded/restricted project, it is a private sector initiative designed and led by a diverse team of Madison-area professionals in the real estate, banking, and finance industries in pursuit of a common goal – to empower, educate, and guide Black and Brown families towards homeownership, wealth, and financial freedom. The organization acknowledges systemic racism embedded within financial systems, practices, and policies, and they are committed to exposing and eradicating these structural barriers. 

 Existing Business

o   Treasurer’s Report and Vilas, Ink – Pat Scheckel

o   There is approximately $3,800 in the bank account, with no major changes in the past month.

o   The next Vilas, Ink will be issued late November. The deadline for articles submission is November 20th.

 

o   Block Captains - Roz Woodward

o   No updates

 o   Social Report – Bethany Nelson

o   A book club meeting or a trivia night will occur in December.

o   Bethany indicated all requested supplies and monies were received for the Domestic Abuse Intervention Services (DAIS) Halloween party – thank you to all who donated.

o   Details for Halloween night activities will be issued via the listserv.

o   With Hotel Red no longer being available for our annual Holiday party, Bethany is looking for ideas on where to hold the event this year. Subsequent to the meeting Bethany confirmed the annual Holiday Party will be at Garth’s on Sunday, December 12th from noon to 2 pm.

 

o   District 13 Alliance – Dana Scheckel and Sarah Bahauddin

o     Recently met to review this year’s Good Neighborhood Gathering and to start planning next year’s event on September 19th, 2022.

o     A One City School presentation was also provided to the group.

 

o   Joint Campus Area Committee – Doug Carlson

o     A new Computer Sciences building is planned to be constructed beginning in 2022, with completion anticipated in 2024.

o     A major donation was received for a new Humanities building.

o     The Camp Randall South End Zone renovation project will begin after the last football game of this season and is anticipated to be complete for the Fall 2022 football season. This renovation will result in a net 2,500 reduction in seating capacity.

o     Doug reminded everyone that if there are football game issues, they should be brought to his attention so that he can bring them up to the UW/neighborhoods liaison committee.

 

o   Edgewood Liaison Committee Report - Shawn Doherty, Craig Stanley, and Sarah Bahauddin

o   Edgewood High School will be applying for a Conditional Use permit to add a second floor to the Commons Building. This addition was anticipated in their Master Plan.

o   Sarah is still working to establish regular communications with Edgewood High School.

o   Alder Update – Tag Evers provided the following updates:

o   With it being Capital and Operating budget season, Tag is working on an amendment to:

o    expand the Monroe Street Library hours of operation from 3 days per week to 5 days per week.

o    reduce regulations associated with Accessory Dwelling Units (ADUs) to make these a permitted use in lieu of a conditional use

o   to add a City information Technology staff person to support digital access and equity in underserved neighborhoods.

o   District  13 boundaries will be minimally changed in the approved new redistricting plans.

o   Tag continues work on the Lake Wingra Heritage committee, which is considering creating an urban design district around Lake Wingra to better manage development near the lake.

o   Tag is working with Madison Police Department to improve enforcement of traffic regulations along Monroe Street.

o   Vilas Park Master Plan - Wendy Fearnside and Ann Rivlin

o   No firm date has been set for closure of Vilas Park Drive. The City is working on plans for creating asphalt and crushed gravel biking and walkway paths that are separated from the roadway.

o   Zoning Committee  - Ben Biltz and Wendy Fearnside

o   Construction at the Lucky’s site has not started and it is currently unclear when construction will start.

o   After much discussion, the VNA Council voted to not support Lucky’s proposal to increase capacity and to remove other restrictions in their current operating permit.

o   The Hotel Red conversion from a hotel to housing was approved by the City.

Other Business

o   November VNA Council elections:

o   Bonnie Gruber will chair the Nomination committee for our November elections. Brad Ricker and Wendy Fearnside will work with Bonnie on this committee.

o   Details on the election procedures will be sent via the listserv.

o   The VNA council approved absentee voting for this election.
