There will be a 2nd General Membership Meeting on Wednesday October 20th at 7pm via Zoom. At this meeting, we will be having our 2nd vote on updating the bylaws. All members are encouraged to attend and vote. Please note that this meeting was previously scheduled for October 27th but due to scheduling conflicts for several council members, the meeting is now on Oct. 20th.
The current charter was first written in 1992 and amended in 1998 and 1999. The major changes that are being proposed include making the payment of dues voluntary and not a requirement to be a member of the VNA and an inclusion of absentee voting in the council election process. Other changes include adding specifications to committees, more detailed description of council officer duties, and changing the quorum to do business from three to four council members. Other changes were for the most part made to clarify procedures and make the document easier to follow. I encourage everyone interested to closely read both the current and proposed bylaws.
According to the current charter Article 10 - Amendment of Charter: 1. Procedure for amendment: "... the Association may amend this charter by the approval of a majority of the members present and voting at two consecutive meetings of the general membership." 2. Notice "The Association may not create, repeal, or amend a provision of this charter unless a notice reasonably likely to apprise all members of the specific nature of the proposal has been given at least ten, but not more than 45 days prior to the meeting at which the proposal is acted upon."
