Along with the usual Vilas updates and update from Alder Evers, Officer Lisko will be discussing burglary trends and burglary prevention tips. Also, we will be discussing updating the VNA bylaws which were last updated in 1999. I am attaching a draft of the updated bylaws for review, highlights of the changes, and discussion questions. o     Discussions are being held on a wealth gap workshop. More details to follow via the listserv.

o     Plans for  small-scale Commencement weekend activities at Camp Randall were discussed.

o     Doug indicated lane closures on Park Street and Johnson Street will be required for underground utilities work. Doug also indicated that lane closures for construction of the new Chemistry building addition are to be be complete in 2021.

 o   Edgewood Liaison Committee Report - Shawn Doherty, Craig Stanley, and Sarah Bahauddin

o   No updates

o   Alder Update – Tag Evers provided the following updates:

o   Tag provided an update on the Mayor’s five-part Housing Forward Plan, indicating the proposed Zoning changes are one part of the plan.

o   Tag indicated there is a synergy in the goals of the Housing Forward and the Climate Forward plans, with a focus on providing affordable housing and increased housing density along public transit lines.

o   A discussion was held on the property tax impacts of the housing initiatives and who ultimately bears the costs for these initiatives.

o   Vilas Park Master Plan - Wendy Fearnside and Ann Rivlin

o   The Transportation Committee discussed the closure of Vilas Park drive from the stone arch bridge to the parking lot at the existing shelter. This closure includes:

  i.      A six-foot wide compacted gravel non-ADA compliant walking path, separated by a three-foot buffer, to be added along the roadway.

 ii.      Two-way traffic from the east entrance to the park up to the shelter parking lot. Bicycles will share drive lanes with vehicles.

 iii.      This plan was approved by the Transportation committee with a recommendation for approval at the May 12th Parks Commission meeting. Note that subsequent to the meeting this was approved by the Parks Commission. Exact timing of implementation to be determined.

                iv.      More information is to follow via the listserv.

o   Wendy indicated the City has had slack-lining and hammock usage policies in place since 2017. It was noted that it is prohibited to attach to oak, hickory, and birch trees due to potential long-term damage to these trees. It was noted that connections can be made to other tree species if a protective covering on the tree is applied before the support lines are tied. More information is published on the City’s website.

 o   Zoning Committee  - Ben Biltz and Wendy Fearnside

o   The Zoning committee provided an updated neighborhood survey to VNA council members prior to the meeting. The updated survey was approved for publication by the VNA council. Ben expects the final survey will be sent to the neighborhood in May. Hard copies of the survey will also be distributed and a note about the survey will be included in the next Vilas, Ink newsletter.

o   It was noted that Hotel Red is on the market for sale.

o   Ben indicated the new Conditional Use Threshold Zoning ordinance was approved in committee and will now go to the City Council for approval. (Note that the City Council has referred a decision on these changes to the June 1st Council meeting.) Ben provided an overview of the impact on the Vilas neighborhood, which are assumed to be minimal based on the small amount of land in the affected zoning districts. Tag is hosting a May 3rd town hall on the proposed changes with City staff.

 New and Other Business

o   Hunter Lisko, Madison Police Department neighborhood liaison officer provided an update:

o   MPD will be focusing on bar time issues in the Regent Street corridor.

o   Hunter indicated MPD has several online services including a self-report feature for low level issues and MPD’s polices and standard operating procedures related to use of force and officer decision making.

o   No racist flyers reports were recorded in the previous month.

o   The City will send out consultant requests for proposals to evaluate restoration alternatives for the Annie Stewart fountain, including in-place restorations versus a move of some/or all of the fountain to a new location.

                 Doug Carlson clarified that it is the previous Ag Dean's House (next to Allen Centennial Garden) that is the building being renovated on the UW Madison campus to serve as an events space.

o   There is approximately $5,600 in the bank account, in the past month:

o   Income of approximately $500 received for local merchants advertising in the Vilas, Ink newsletter and $300 in member dues.

o   Expenses of approximately $100 for tax filings and $700 for Vilas, Ink printing.

o   Pat indicated this will be his last year as VNA treasurer as he is not planning to run again for a council seat.

o   The next Vilas, Ink submissions deadline will be May 21st.

o   The VNA council voted unanimously to approve Bethany Nelson as our new Social Chair- welcome Bethany. Bethany introduced herself and provided the following ideas for social events:

o   Virtual (for now) book club, neighborhood service opportunities, DAIS assistance, holiday festivities, community rummage sale, neighborhood walking historical tours and a tasting box from area restaurants. Bethany will provide more information as plans are finalized.

o   A Summer party the first Saturday in June after school is out.

o   Alder Update – Tag Evers provided the following updates:

o   Tag is working on a Guaranteed Income task force that is planning to provide a group of families with a monthly income. This work is being modeled on a plan that was implemented in Stockton, CA.

o   Tag is working on a Lake Wingra Heritage Viewshed project and a Lake Wingra recreational path project.

o   Tag is continuing work on improving digital access in low income neighborhoods.

o   Tag’s virtual office hours are on Friday mornings.

 

o   Vilas Park Master Plan - Wendy Fearnside and Ann Rivlin

o   The Vilas Park Master Plan was approved by the Parks Commission without any changes.

o   The specific project work in this master plan is anticipated to be implemented over a 20 – 30 year timeframe. The City Council will need to approve all projects and associated costs before any changes will be implemented. The Vilas Park Drive revisions may be a near term project.

o   The Parks Department has indicated they will provide archeological studies prior to any work being done.

o   The City has organized a Vilas Park Drive working group to evaluate traffic changes that could be implemented prior to the major Master Plan recommended physical changes to the drive. Elimination of all vehicle traffic between the bridge and the shelter parking lot is being considered. This would require two-way traffic from the east all the way to the shelter parking lot. This change would remain for all seasons and until the major changes anticipated in the Master Plan are implemented. This will be discussed at an April 28th Transportation Commission meeting and a May 12th Parks Commission meeting.

 

o   Zoning Committee  - Ben Blitz and Wendy Fearnside

o   Ben indicated the Kettle Black Kitchen restaurant has received a beer and wine license from the City’s ALRC.

o   The committee is continuing work on an updated neighborhood survey. Ben expects the final survey will be sent to the neighborhood in May. The previous survey was issued approximately 3 years ago with the intention of reissuing the survey every 3 to 5 years to identify trends in the neighborhood.

o   Ben indicated the new Conditional Use Threshold ordinance was approved in committee and will now go to the City Council for approval. The proposed ordinance revisions include:

                                                               i.      Some setback increases to allow for increased urban tree plantings

                                                             ii.      The allowable units in apartments that are “approved by right” were reduced from initial proposed changes (but still increased form the current ordinance) in the TSS and CC-T zoning districts.

New and Other Business

o   Hunter Lisko, Madison Police Department neighborhood liaison officer provided a personal introduction and an overview of his work including:

o   Hunter has a degree in Political Science/Public Administration. This is his second year as a patrol officer in MPD’s Midtown district, currently working the 2 pm to 10 pm shift. He is also a Domestic Violence Liaison officer and is on the Field Training committee.

o   Two current issues that Hunter discussed include:

·         Racist/Hateful flyers – MPD is aware of these and is documenting locations these flyers are found and the content of these flyers. These flyers are not inherently illegal as they are protected speech. MPD is pursuing this issue along the lines of littering which is illegal. If anyone sees someone dropping these flyers Hunter suggests taking photos if possible and calling MPD’s non-emergency dispatch to report. He also suggested contacting him at hlisko@cityofmadison.com

·         Graffiti – when reported MPD will notify property owners and they will work to determine if this is gang related and also to determine who, what, when, where and why this is occurring. Photos of graffiti can be uploaded to the City’s reporting website.

o   Sarah indicated the bylaws review and update work is to begin with a focus on elections and dues.

o   The Monroe Street Merchants Association is working on ideas for the 2021 Neighborhood Grant program andf they may be asking for a neighborhood volunteer to assist with this.

o   Sally Lehner’s application for the City’s Storm Drain Mural Program was approved.

 o   Monroe/Regent Streets Retail & Monroe Street Library News

o   Brian Hamilton, owner of the new Kettle Black Kitchen on Monroe Street provided an overview of his new restaurant plans. The menu will be a fusion of Southern US comfort food and French cooking. The restaurant is currently providing meal kits and will be open for in-person dining when Dane County allows expanded capacity limits. The restaurant is currently seeking a beer/wine license and will apply for a liquor license at a later date.

 o   District 13 Alliance – Dana Scheckel and Sarah Bahauddin

o     Dana indicated that the District 13 group is working on an anti-racist workshop anticipated to be presented over Zoom; that the ethnic food drive for Bayview and the Triangle community associations was very successful - thanks for all the neighborhood donations; and that a new listserv is being established for this group.

 o   Joint Campus Area Committee

o     No direct neighborhood issues, but Doug indicated a Bus Rapid Transit (BRT) stop is planned for Union South/Wisconsin Institutes for Discovery location, that the Ag Building will be renovated into an events space and that as housing/retail development has been proposed for the current Don’s Car Care location on Old University Ave.

 o   Edgewood Liaison Committee Report - Shawn Doherty, Craig Stanley, and Sarah Bahauddin

o   Edgewood High School has decided to reopen its lawsuit against the City of Madison in an effort to install the athletic field lights.

 o   Alder Update – Tag Evers provided the following updates:

o   A Plan Amendment to add a street within the new Bayview development passed the Council unanimously. The new street will only allow for emergency vehicles and pedestrian access off of Regent Street.

o   The City’s land banking policy is currently under review.

o   Tag is working with the City’s Sustainability Plan on a comprehensive re-write of this plan.

o   Tag is working on improving digital access in low income neighborhoods.

o   Tag’s virtual office hours are on Friday mornings.

 o   Vilas Park Master Plan - Wendy Fearnside and Ann Rivlin

o   A Zoom presentation of the final Vilas Park Master Plan is scheduled for February 4th at 6:00 pm. More information on the meeting will be provided via the Listserv.

o   VNA comments on the final Master Plan were submitted by 2/18. It is expected that the Board of Parks Commissioners will perform a final review and approval of the Vilas Park Master Plan on March 10th.

o   Traffic Engineering is considering options and is expected to make a decision in April or May, related to closure/partial closure of Vilas Park Drive for the summer of 2021.

 o   Zoning Committee  - Ben Blitz and Wendy Fearnside

o   The committee is continuing work on an updated neighborhood survey. Ben expects the draft survey will be sent to the council for review prior to the next council meeting for comments and approval prior to issuing to the neighborhood in the Spring of 2021.

o   Ben provided a very good overview of the new Conditional Use Threshold ordinance. Wendy noted there are very few properties within the Vilas Neighborhood Association boundaries that are in the affected Zoning classifications. A copy of the presentation will be included with the meeting notes. Paul Cuta and Craig Stanley will provide additional background information for Tag Evers to review and consider before this comes before the Plan Commission on 3/22 and the Common Council on 3/30.

 New and Other Business

o   Alexis (Lexi) London, Bayview Foundation Executive Director provided an update on the upcoming redevelopment of the current site. Highlights of the presentation were as follows:

o   Demolition/new construction for this $50,000,000 project is anticipated to start in May 2021 and will be phased over approximately three years. The development will include a new activity center. Over 90% of the finds for the project have been raised including grants from WHEDA, the City of Madison and Dane County

o   The Bayview Foundation has four focus areas – Housing, Social Services, Art, and Sustainable Gardening.

o   The facilities date to 1970 and are deteriorating and in need to replacement.

o   Bayview currently has 102 units housing approximately 310 people (many are seniors) and this redevelopment will accommodate approximately 500 people. English is a second language for 86% of the residents speaking 10 different first languages.

o   This project will expand available affordable housing with most residents on Section 8 vouchers. The new development will also include 10 market rate apartments.

o   Sarah indicated the bylaws review and update work is to begin late March with a focus on elections and dues.

o   The Alder Town Hall will be on March 10th – more information will be sent via the listserv.

o   The Monroe Street Merchants Association is worklog on ideas for the 2021 Neighborhood Grant program andf they may be asking for a neighborhood volunteer to assist with this.
